Good idea in principle but unfortunately this would compromise security greatly.
A strong password should be as varied as possible including numbers, characters, upper and lower case and punctuation.
If we based the password on flock number then it makes password cracking significantly easier for a malicious hacker because the password only contains numbers. This would be compounded by the fact that the UK flock numbers are always 6 digits long, and in Scotland always start with a 5 followed by an even number. So it would be very easy to write a password cracking program which just cycled through every possible four digit combination.
